Availability check

Hi everyone, I have the following situation. I am creating an order. Before releasing it I want to run availability check while having insufficient quantity. I am told that all materials are available If I release the order and then re-enter and run availability check I get a material shortage notification. In customizing (transaction OIOI) I have the following settings.
